Zoning and Subdivision Regulations Update


The following Project Schedule is the intended process to be followed in the revision of the Zoning and Subdivision Regulations for the City of Baldwin City. This is based on the work completed to date and anticipates certain issues to be discussed and decisions to be made during the course of the project through 2008. All dates, except those for meetings that have already occurred, are based on a special working meeting of the Planning Commission to be held on the first Wednesday of each month until the project is complete.

As noted, some of the scheduled meetings have already occurred. These, however, were intended from the beginning to be meetings designed to provide overall guidance to the process; mainly by identifying issues and articulating consensus in order to more quickly address the draft alternatives in the regulations to address those concerns. As the project continues, there may be additional items of interest identified; there may be changes in position on certain topics; or there may be issues that were included from the beginning in one form and are dropped or take on a whole new thought process as we proceed forward. These should be expected and, as a result, the specific schedule may change over time.

All meetings below will begin at 6:30 p.m. and are at the Baldwin City Public Works office located at 609 High Street unless otherwise noted.


Orientation Meeting — April 8, 2008 — 6:30 p.m.
Planning Commission & staff
This provided an overview of the update project to all of the key participants involved. It discussed the general method to be used in incorporating the goals and objectives of the recently adopted Comprehensive Plan into the update to the Zoning and Subdivision Regulations, as well as many of the relevant issues that will need to be addressed within the regulations in order to make them more workable within the community. This meeting was the formal beginning of the process.

Stakeholders Meeting — May 21, 2008 — 6:30 p.m.

This meeting provided the opportunity for the Planning Commission, staff, governing body representatives, selected representatives of affected groups within the community and interested citizens to be informed of the overall intent of the project and the manner in which the work will unfold over the course of the year. In particular, an emphasis was given to the statutory authority to adopt zoning and subdivision regulations.

Draft Regulations — June 4, 2008 — 6:30 p.m.

This meeting is intended to begin the review of the update to the regulations. The intent is to address the Zoning Regulations in the order in which they currently exist and incorporate the manner in which amendments might be made. The first "topic" for discussion will be the residential districts. We will review the existing regulations, the proposed changes in the Comprehensive Plan for the residential districts, and the possible addition of an "Historic" overlay for the older portion of the city.

Draft Regulations — July 2, 2008 — 6:30 p.m.

This is a continuation of the discussion outlined above. It is anticipated that we will incorporate discussion on commercial districts as well, including the addition of more districts, modifications to the Central Business District including possible "historic" design standards, and the beginning changes to the overall sign regulations. We anticipate consensus on the residential portion of the discussion in order to move forward.

Draft Regulations — Aug. 6, 2008 — 6:30 p.m.

This is a continuation of the discussion outlined above. It is anticipated that we will incorporate discussion on industrial districts as well, including the addition of more districts, modifications to the industrial park design standards, and the beginning changes to the overall landscaping and improvement regulations. We anticipate consensus on the commercial portion of the discussion in order to move forward.

Draft Regulations — Sept. 3, 2008 — 6:30 p.m.

This is a continuation of the discussion outlined above. It is anticipated that we will incorporate discussion on the site plan review process and begin discussion on the Subdivision Regulations. We anticipate consensus on the industrial district, sign and landscaping portion of the discussion in order to move forward. We will also begin the review of the proposed Zoning District Boundary map.

Draft Regulations — Oct. 1, 2008 — 6:30 p.m.

This is a continuation of the discussion outlined above. It is anticipated that we will have discussion on the proposed changes to the Zoning and Subdivision Regulations. We will also finalize the proposed Zoning District Boundary map and take formal action to set the public hearing.

Draft Regulations — Nov. 5, 2008 — 6:30 p.m.
Public Hearing Plan. Comm., citizens & staff
This is the anticipated date for the formal public hearing on the regulations. This will include the Zoning District Map proposed to be adopted with the regulations.

Draft Regulations — December, 2008 — 6:30 p.m.
Governing Body
This would be the formal submittal to the governing body of the recommendation from the Planning Commission on the amendments to the Zoning and Subdivision Regulations. If all goes according to the schedule, the governing body could take formal action on the Zoning and Subdivision Regulations during the month and complete the project.

This is intended to give everyone an idea of the work to be done to complete the update to the Zoning and Subdivision Regulations. If the work takes longer to complete or the subject matter being discussed at any meeting does not result in a consensus, there may be some adjustments to the schedule.
